Elk Grove, CA | 2023
Elk Grove wants to develop multiple sites they own into high quality, urban density, affordable housing. The sites are very different - a small infill site in the historic downtown core and a large greenfield site next to a planned light rail station. A key goal of this project was to find a development partner willing and able to bring elevated design and a more urban design to a suburban market where lower density, garden-style apartments are more the norm.
Cascadia Partners was hired to evaluate the affordable housing opportunities and challenges for each site (including site constraints and funding options) and market the sites to qualified developers. Over 23 proposals were ultimately submitted for the two sites offered, 8 qualified teams were interviewed, and the City has selected two development partners that can deliver on their goals. Across both sites, the City of Elk Grove should be on a path to build approximately 300 needed affordable housing units for their community.
