Cascadia Partners was hired by Clackamas County’s Planning and Zoning Division to create and conduct a robust public engagement process, as part of the first outreach phase for amending zoning regulations to address the middle housing requirements introduced through passage of HB 2001.
A key goal of this project was to coordinate and communicate how introducing more middle housing intersects with broader public health goals by addressing critical social and racial inequities.
Cascadia Partners led a public engagement and strategic communications process to introduce the HB 2001 mandate to Clackamas County residents in a compelling and meaningful way. Key outcomes of the HB 2001 Implementation Project were to (1) build awareness and education about HB 2001 and the implementation process; (2) assess the public’s general awareness of planning efforts and understand their preferences on different middle housing types, design standards, etc.; and (3) build the foundation for future engagement activities in the code development phase that follows.
