Main Streets on Halsey Site Readiness and Code Update
Fairview, Wood Village, and Troutdale OR | 2021
The Halsey Street corridor is a regional priority for growth, connecting town centers across the cities of Fairview, Wood Village, and Troutdale. Cascadia Partners (CP) led a team of consultants to develop code amendments to help implement the Main Streets on Halsey Strategic Economic Action Plan adopted in 2017.
CP worked collaboratively with multiple jurisdictions to implement a unified vision for future development across the corridor. We engaged with property owners of key opportunity sites to identify barriers to the existing code and develop conceptual designs for each site. The opportunity sites were also used to visualize how future development would look and feel as well as test against proposed code amendments. The code amendments balanced the need for context-sensitive design standards while establishing a more coherent urban form along the entire corridor.
Irene Kim at Cascadia Partners was able to implement a robust engagement process during the pandemic by pivoting engagement activities to an online survey format, but also working with Latinx and Slavic liaisons to help bridge the digital divide. Five hundred people participated in the survey, and the Latinx and Slavic community represented over one third of the responses.
The cities of Fairview and Wood Village adopted the recommended code updates in 2021 and the City of Troutdale is continuing to refine the code updates for future implementation.
