Bend had just completed an Urban Growth Boundary (UGB) expansion process in which several new areas of land were brought in and detailed planning work to create new “complete communities” was underway. The Southeast Area was largely undeveloped and lacked the necessary public infrastructure to support the community goals of the plan: mixture of uses, mixture of housing types (including multifamily) and a walkable, connected transportation system. Financing high quality public infrastructure was a key hurdle to overcome. The project team wanted to understand how much the private market could afford, what the City would likely need to contribute, and the trade-offs of different financing options.

Cascadia Partners (CP) prepared a detailed, building-level financial analysis to understand how different financing packages would impact both development feasibility and housing affordability. The options explored included Local Improvement District (LID) taxes, supplemental System Development Charges (SDCs), and utility surcharge fees. CP strives to provide clients with a clear understanding of how to achieve goals through balanced and market-feasible policies. A financing plan was adopted and development has begun in this important new neighborhood of the city.
