The Confluence at Troutdale

The City of Troutdale Oregon has been working for years to ready a 16-acre former industrial site next to their downtown for redevelopment into a vibrant, mixed-use extension of their downtown area. The unique but challenging site has one mile of scenic Sandy River frontage, but is separated from the historic downtown by an active freight rail line, and hemmed in on other sides by an interstate (I-84) and the back of an aging outlet mall.
Cascadia Partners was hired by the City of Troutdale to develop The Confluence Action Plan which detailed multiple development scenarios, evaluated their feasibility and trade-offs, and prioritized specific steps the City should take to best position the site for successful redevelopment. As part of this action plan, Cascadia Partners conducted market analysis research and interviewed several developers in the Portland metro region to understand the market potential and constraints of the site. Cascadia worked with regular partners [YBA Architects][1] to prepare two development concepts for the site.
Following the Action Planning, Cascadia was again hired to assist the City in marketing the site and selecting a creative development partner. Cascadia helped the City get formal proposals from three development teams and evaluate those proposals including conducting interviews.
