West Portland Station Area Plan

As part of a larger planning effort to study the placement of the proposed Southwest Corridor Light Rail project, Cascadia Partners played a lead engagement and technical analysis role working with the City of Portland, TriMet, Metro, and other regional partners on a robust community engagement process that would serve to update the West Portland Town Center plan. The goal of the project was to create community informed scenarios that would then be mapped out and analyzed in terms of their land use and transportation impacts.
Cascadia Partners successfully hosted multiple workshops where participants got to learn more about the project and provide their input as to how they saw the West Portland Town Center changing for the best. Three conceptual scenarios were reviewed with the community in-person showcasing specific trade-offs between land use and transportation development pathways, and an online survey was conducted to further vet which scenario presented the best potential outcomes. In conjunction with the community engagement process, an economic analysis was completed that provided City staff with recommendations as to how to structure development in a way that would be feasible and provide the best path forward.
