Bend Urban Renewal Investment Program Criteria

The Core Area of Bend is envisioned as an extension of downtown, with urban mixed-use buildings, vibrant streetscapes, and new community gathering places. But the district today is mostly legacy industrial buildings and aging roads, many with no sidewalks. A recommendation of the Core Area Plan, which Cascadia helped craft, was to create an Urban Renewal Authority (URA) to reinvest and reinvigorate the district.
Cascadia Partners worked with the City of Bend and the Core Area Advisory Board (CAAB) to establish a set of funding criteria for two new program areas for the Core Area Tax Increment Financing (TIF) Area. Cascadia Partners defined three distinct programs and created funding estimates for each: New Development Assistance, Storefront and Business/Tenant Support.
