Community Partners in Affordable Housing (CPAH) wanted to identify and acquire sites for affordable housing development within a walkable distance to planned light rail transit stops along the SW Corridor in Portland.
Cascadia Partners worked with CPAH to prepare a prioritized set of site selection criteria and, using GIS software, identified the properties meeting their size, zoning, and walking distance criteria. Our team then did direct outreach to top priority property owners to assess their willingness to sell. On key sites with interested sellers, Cascadia performed basic conceptual site design (“test fit”) analysis on key properties to ensure the sites could fit the minimum housing units required based on CPAHs financing and funding sources. The process resulted in CPAH acquiring two sites and proceeding with the development of permanent affordable housing on each.
