Envision East Sherman

East Sherman Ave in Coeur d’Alene Idaho has long been a struggling commercial district just outside of downtown. In 2018, the City partnered with Community Builders and Cascadia Partners to craft an innovative revitalization plan for East Sherman. The goal was an action plan that would make the corridor inviting for the emerging community of artists, makers, and entrepreneurs.
Cascadia Partners (CP) led an evaluation of a wide range of revitalization strategies for the corridor, including a zoning code audit and development incentives analysis, such as tax abatements. In addition, CP performed a tax increment financing (TIF) financial analysis to estimate the potential future funds available for public improvements – and specifically the large increase in funds that would result if the City chose to adopt the zoning code changes that CP recommended. The CP team also designed several streetscape options to expand sidewalk and outdoor dining areas, parking and bikeways. The options included “tactical” reconfigurations for the road that could happen quickly with minimal funds. Following the completion of the revitalization plan, the City implemented many of the streetscape changes.
