Talent, OR is facing a housing crisis. The city is still recovering from the 2020 Almeda Fire and will need approximately 700 new homes over the next 30 years. The Railroad District - the only land within Talent’s Urban Growth Boundary designated for housing - has remained undeveloped for decades.
Cascadia Partners led a feasibility study to help Talent unlock the district’s potential. We updated infrastructure costs, analyzed market demand, and engaged key stakeholders to identify challenges and opportunities. Using this information, we developed clear, visual scenarios that illustrated trade-offs in housing capacity, costs, and policy choices.
Our work gave City leaders the facts they needed to make an informed decision. It re-energized the conversation, provided a clear roadmap for next steps, and laid the foundation for Talent to move forward on housing.
